Did you sign a Pain Contract with the new doctor? If you did & you got a prescript
ion from another doctor for opioids. You broke your contract. It is doubtful they will even see you for your follow up appointment. If they do, I do not see them ever prescribing you opiates.
Filing the complaint will.not make any difference to the doctor. Although it will probably make you feel a little better. Another doctor(s) or government agencies recommending a slow taper. Is just that, a,recommendation. It is up to each doctors professional judgement how he treats patients. It is common for doctors to not agree.
The specialist you see is not going to prescribe you opiates. Do you receive SSDI & Medicare because you have been found disabled by SSA ? The reason I ask is you put a Medicare.gov link to file a complaint against a doctor. If you do not have Medicare & the doctor is a Medicare provider. Take Susie's advice about
finding your state medical board.
