yes, you can get frozen shoulder with a tear. my shoulders are trying to freeze up right now, and I'm fighting to keep what movement I have until I can get surgery. One shoulder had surgery a few years ago and the other has a tear.
Several years ago I had both shoulders frozen. It happened over a short span of time and was painful. I couldn't get surgery then, so I went down to my swimming pool and dog paddled twice a day. At first I had to stay in the shallow end because I couldn't get my hands past my mouth. It took a couple of months of intense work, but I got to being able to do a half mile, alternating belly and back strokes.
Another time I got frozen shoulder on one side I happened to go to my pain management for a lumbar injection for lower back pain. The injection happened to run up the channels to my head and I was very dizzy for a little while. It also unfroze my shoulder! I'm not recommending that treatment, but you might ask about getting a neck injection.
