Sternal notch pain

I'm having this issue at the sternal notch (the lowest part of neck/throat between clavicles.) It's pain when I swallow.

I also notice if I deep press my finger downwards into it, I can feel a lump come up when I swallow. I don't feel anything there when not swallowing. I don't know if this is normal??
