Hi and welcome! First of all, I don't know specifics about type 1 diagnosis in three-year olds, but this is not a mental problem. He has blood sugar problems and needs to be re-evaluated now.
Yes, I would get another opinion, preferably an endocrinologist who specializes in juveniles.
The best advice I can give you (as a non-medical person) is to keep his food steady in the carbs, preferably low carbs. That is, don't give him macaroni and cheese or other food that is carb-based.
Protein, vegetables, peanut butter, cream cheese, regular milk, celery. No crackers.
Frankly I don't understand at all their comment about his blood sugar going from 238 postprandial to 100. They said it confirmed it wasn't diabetes? How on earth?
