The normal practice is to tincture them separately, and then mix the two afterwards in whatever the prescribed ratios are.
Some herbs actually help each other become extracted better, but others can interfere with the extraction of chemicals or interact in other ways for instance, forming a sediment.
It’s also more convenient to mix after tincturing because it gives the user more control for adjusting the doses independently later.
Realistically 90% of the time it’s probably fine to tincture two together, but since it’s not really any more effort to do it separately That that’s how it’s normally done.
