Lyme cannot really be diagnosed by tests alone. They are too insensitive, there are two many strains of the bacteria that cause the disease, and the longer you have it, the more your immune system is suppressed, so the antibodies detected by the tests are not being produced.
With your symptoms, your best bet is to seek the advice of a Lyme Literate Doctor. They will diagnose you clinically, not relying on the tests other than for confirmation.
