Generally, tinctures that are 1:1 will be less potent than a dry powder of the herb, but that doesn't mean that you won't respond to the dry powdered herb better. This is just as individual as which protocol will work best for you.
I take a combination of tinctures, capsules, and loose powders. Part of it depends on what I'm using it for, part of it depends on the size dose I need, part of it depends on the cost (lots of tinctures at high dose cost more than the dry herb).
There should be no difference in effectiveness between using capsules of the dry powdered herbs and using the loose powdered herbs though. If you are using a premade capsule and there is a difference in how you respond, there's something in the gel cap you are reacting to, the herb is not of as high of quality as the loose herb, or there are fillers used so you are getting a lower dose.
To take less than one drop, mix one drop of the tincture to one ounce of water/juice. Pour half of it into another container with a lid and put this in the refrigerator to keep until you need it later - drink the other half.
