I would also suspect yeast and/or biofilm - it can grow out of the orifices (mouth, eyes, ears, genitals and bellybutton!) and then can tend to die off in the
open air or under the sun or when exposed to cleansing products and flake off - looking and acting like dry skin but it isn't.
I developed a strange fungus on my shoulders when I was a kid - a dermatologist had me swab head-and-shoulders fungus formula on my shoulders or there are other anti-fungal shampoos available now and it cleared right up.
The genital area - it's summer time, moist, warm, sweaty skin-on-skin is a classic way of developing yeast/fungus - and there are good anti-fungal washes, creams that can help - Nystatin powder is a product that is put in creams.
There is some disagreement about
whether or not a dermal manifestation of yeast/fungus indicates that you have an internal overgrowth as well. I think if you also have GI and systemic symptoms you might want to look into treating your gut for yeast/fungal overgrowth and look into what might have caused it to become out of balance. If you're on abx, that's a clear cause.
