Eyelid problem - Lower, not upper- Anyone else?

Hi,
I see lots of posts mentioning droopy upper eyelids, but I seem to have a problem with the lower one. My right eye looks, and feels wider open than the left, and intermittently waters, painlessly.

I just wondered if anyone else had this issue
