My family has used Buhner's astragalus recommendation for tick bites, with good results..
just a follow up - while buhner does advise astragalus in large doses for prevention of lyme after tick bite - but just a word of caution - in his books he doesn't recommend astragalus for people with chronic lyme already ( i mention this as i note that you suspect this family member does already have chronic lyme )
acc to his books - typically he finds it makes symptoms worse - says something about
it pushing the immune system more the wrong way in chronic lyme - but he acknowledges some people can use it - even when chronic
i would say suck it and see - but be prepared to stop if its making things worse

The next choice would be amoxicillin, since it does not cause sun sensitivity. In my region (the Northeast), amoxicillin is what regular doctors prescribe for children who have been bitten by ticks, rather than doxycycline. (I'm not sure why kids don't get doxycycline....)
its mainly - completely i think - due to the fact that tetracyclines can stain the teeth of children whose teeth are still growing - apparently can turn them permanently grey / black
