Actually, your comment "the ideal result would be PSA = 0" isn't correct. There is no such thing as zero PSA in any living, breathing male, and low levels of PSA in a post-RP PC patient can be quite normal. Unfortunately, this is a very common misunderstanding which causes initial distress in newbies when they learn that their initial result is something other than 0.00. This misunderstanding in newbies gets perpetuated by the notion of a "zero club", which is, of course, a misnomer.
Relax; you should feel great because your PSA test result is below the lower detection limits (LDL) of the test! You have the best possible PSA result! Congratulations! When the measurement is below the LDL, they report it as "less than ___" (whatever the LDL of the particular test is that they performed; in your case, less than 0.05 ng/mL of PSA).
There are, by the way, different versions of PSA test which have different LDL. The most standard PSA test has a LDL of 0.1 ng/mL, and so your test has a lower LDL than the standard.
To your question on the next test...most commonly tests are done at 6-weeks, 3-months, 6-months, 1-year, then yearly thereafter as long as there are no issues in any of those. However, note that some doctors come up with cycles that differ from this.
