Do a forum search such as Cheap Viagra. Plenty of threads on this topic. Mods don't like for us to mention specific Canadian pharmacies but even after foreign exchange fees, you can get to about a dollar US per pill.

Some people use prepaid debit cards to avoid giving the foreign firm their real credit card info.

Lots of US warnings that foreign fulfillment is unreliable but many here have had good experience with them.

Another avenue to pursue is generic sildenafil (same drug as Viagra) which has recently gone generic. It is technically not "generic Viagra" because the dose is different and it is intended to treat pulmonary arterial hypertension, not ED. But, while that distinction is terribly important to insurance companies your husband's erectile tissues won't be able to tell the difference.

My urologist will sell 20mg sildenafil pills to me direct for $1.00 per pill (and it takes five pills to equal one 100mg Viagra) and I can also get it at about the same price from my corner pharmacy.

I realize that this isn't as cheap as the pills from semi-sketchy Canindian online pharmacies but it is an option if he can take Viagra.

Peter, in which country would you find a Canindian pharmacy? LOL

I think that is essentially correct. When used to treat pulmonary hypertension sildenafil has the brand name "Revatio" and Pfeizer's patent for that drug, and for that use, has run out. Several manufacturers are making generics which, if you shop around, can he had for about a dollar a pill. The usual dosage of Revatio is 20mg (less than Viagra) so you need to take several at a time to use if off-label for ED.

You may find that your insurance company is slippery about paying for it. Mine refused on the basis that I had no diagnosis of pulmonary hypertension. On the other hand, insurance companies that do pay for boner drugs are sending letters to their customers suggesting that they change from Cialis and Levitra to sildenafil because it can be had more cheaply. So apparently, when it saves the insurance company money off-label use is OK but if it means they will pay more that same off-label use is disallowed.

But the winds of change are blowing. We'll see where things land.
