Your recent values appear to be steady and your Decipher score should be reassuring as well! As I may have mentioned in another post, a nadir <0.03 (or better <0.01) are good prognosticators of low BCR risk. A study that looked at PSA at the 3-year mark found that a value <0.04 was good prognosticator of very low BCR risk.
When BCR does occur, generally speaking, the longer the time period before BCR happens, and the slower the rate of climb, the better the outlook.
