1) I would say yes. If you had distant mets, the radiation might be reconsidered. (Added - I had forgotten that I had a CT at the RT facility to verify the positions of my Calypso markers - that one was done by the same group that did the RT)
2) I don't think so. The place you do the scans would only matter in the correct execution and analysis. I've had all (but one of) my scans done at the same hospital, which is not the place that did the RT. I wouldn't expect it to make a difference unless the RO wants a particular physician or group to read the results.
