No, it's not. It's primarily for men who are castrate resistant. They are the ones whose cancer cells have become hyper-sensitive to androgens and are thus susceptible to being killed by giving them too much testosterone.
SRT is a second attempt at a cure (or a durable remission for us high-Gleason guys whose doctors never use the word "cure") and curative treatments come first. Bipolar Androgen Therapy may be a way to keep castrate-resistant metastatic guys cranking along, conceivably for a long time.
