The 'pump' is just a suction bulb with a one-way valve that has a slow leak,. When you squeeze the bulb the fluid is forced out through the one-way valve into the reservoir but nothing else happens. When you let go of the bulb it tries to spring back, sucking the fluid out of the cuff (so you can pee). Usually one squeeze is enough. The flow of urine happens immediately when you let go of the squeezy bulb. Then -- gradually -- the fluid leaks back into the cuff which closes.
So, to answer your question: You can pee almost right away (extract and aim before you squeeze the bulb) and the cuff resets in a minute or two.
