It would be TSA (not customs). Website www.tsa.gov. You just need to tell them that the items are medically necessary. If they give you grief, tell them to look it up in their "rule" book or ask to speak with a supervisor. You don't need to tell them your medical condition unless you feel like it. Just be nice about
it and shouldn't have a problem. Happy travels.
PS. Forget to mention that it makes the TSA people happy when you take the liquids out of the carry on bag and place them separately in a bin. Then they don't have to dig through and check the whole bag. They just pull the liquids aside to check.
