GIs give out drugs "like candy" because those drugs have a significant amount of clinical research showing their effectiveness.
What good would "performing stool tests" do? And what exact stool tests are you referring to? What would they be looking for, and what would they do with the results?
Who is qualified as having 'expertise' on the microbiome? And, again, what evidence would they be using to guide or alter their practice?
As for dieticians, some/many larger IBD treatment centers do have one, or refer patients to one as needed. But they don't do so to treat the IBD, because there is a lack of evidence there.
