The similar problem which I had a while ago was because of dry air, that comes with cold weather.
I really recommend you to try humidifying your apartment, if you also get these problems indoors.
Other than buying those humidifying devices, you can have cheap/easy solutions like placing a glass of water on top of your radiator/heater. Or there are those small plastic water containers which you can hang somewhere on your radiators.
That will make a great difference.
I believe your breathing problems are related to dry weather. I know very well such symptoms because we have very dry weather here.
If your symptoms disappear when you are warm, then they sure are not serious.
